Is parking already considered a special trip?
Parking is not typically considered a special trip on its own, as it is usually just a part of the overall trip. However, in certain situations, such as when parking is a significant part of the trip or when it involves a special event or location, it could be considered a special trip. For example, if someone is specifically driving to a popular tourist attraction to find parking, then that parking trip could be considered special. Overall, parking is generally seen as a necessary component of a larger trip rather than a special trip in itself. **

Is there a special use permit despite a parking ticket?
Yes, in some cases, a special use permit may allow for parking in restricted areas without receiving a ticket. Special use permits are typically issued for specific purposes, such as loading/unloading, construction, or events, and they allow the permit holder to park in designated areas for a limited time. However, it's important to note that the use of a special use permit does not guarantee immunity from parking tickets, as misuse or violation of the permit's terms can still result in a citation. **
